Immediately upon application of Power.
1.  New Installation or Modified Recently. Go
2.  Existing Installation, was working previously. Go
After a few seconds, up to a few minutes after power application.
1.  Blower Go

After an hour or so.

Unpredictable, sometimes hours, sometimes days.
